Born in the District of Ocobamba, then belonging to the Province of Andahuaylas of the Department of Apurimac. He studied primary school in the Nucleo Escolar Campesino de Ocobamba; secondary school in the Colegio Nacional Juan Espinoza Medrano in the city of Andahuaylas. He is a native Quechua speaker.

His academic degrees include: PhD in Anthropology from the Universidad Nacional Mayor de San Marcos; Master or Arts in Economics and Social Studies, University of Manchester ; PhD at the University of Durham, both universities in the UK.

He has published 20 books, three of them in English and 75 articles, several of them in English and one of them in Quechua. Topics of publications include: migration in general, as well as migration generated by climate change and environmental degradation; other topics include economic and urban anthropology, as well as social exclusion and inequality. He has led several national and international research projects.

He is a Senior Consultant for international organizations such as the World Bank (WB); International Organization for Migration (IOM); Inter-American Development Bank (IDB); United Nations Development Program (UNDP); International Labor Organization (ILO).

He has been Senior Professor of the Department of Social Sciences at the Pontificia Universidad Catolica del PeruPUCP) until 2009 and is currently a member and researcher of the Center for Social, Economic, Political and Anthropological Research (PUCP). In addition, he has been Research Professor at the following North American universities: Arkansas State University; Michigan, Ann Arbor; Monmouth, New Jersey; Florida, in Gainesville; Austin in Texas. At the University of Winnipeg, Canada; University of Oxford and Bath, both in the United Kingdom.
